The men include former Home Secretary Leon Brittan, ex-diplomat Sir Peter Hayman, former minister Sir William van Straubenzee and Sir Peter Morrison, who was an aide to Margaret Thatcher.
The Cabinet Office confirmed that documents relating to the men, who have all since died, exist after a series of requests from Sky News.

Henry van Straubenzee, 18, died last week when the car in which he was travelling hit a tree.
He was the distant cousin of the late Sir William van Straubenzee, a Tory MP from 1959 to 1987.
The teenager was one of Prince Harry’s closest friends and they had been pupils together at Ludgrove School. Prince William also attended the school.
