Another Jimmy Savile could ‘be lurking in the BBC’, says leaked report

A draft of the Dame Janet Smith review of practices at the BBC found that the fear of whistleblowing at the organisation was “even worse” in the current era than at the time Jimmy Savile was abusing children while working for the broadcaster,

The review, leaked to online news site Exaro, identified more than 100 BBC employees who had “heard about Savile’s sexual conduct” and said the former presenter’s abuse of children took place at numerous BBC buildings. Three of Savile’s victims were nine years old, it said.

The report made damning criticism of the BBC’s efforts to reform its policies on whistleblowing, saying:  “It is clear  … there is still a widespread reluctance to complain about anything or even for it to be known that one has complained to a third party.”

BBC insiders told The Independent that, with an “ingrained culture of patronage” at the top of the organisation, even household names were fearful of speaking out. “Prominent national journalists are genuinely afraid of going to meetings and telling the truth because if you say something wrong it goes against you,” said a BBC newsroom source.

Chris Patten began his political career as Tory MP for Bath. He was elected in 1979, when Margaret Thatcher came to power.

From 1999 to 2004 he was one of the two UK members of the European commission. He became chancellor of Oxford University in 2003 and was made a life peer in 2005.

The appointment is sure to cause surprise since Patten stood down as BBC chairman scarcely two months ago, after heart surgery, saying he needed to reduce the range of roles he held. What is particularly striking about his latest job is that it should come so soon after his departure from an institution that has come under withering fire for its failure to deal openly and thoroughly with accusations of sex abuse.

A DEPUTY head teacher at a £4,000-a-year Catholic school plagued by a “terrible history” of child abuse was charged with offences related to “child porn”.

Allot, 39, was charged with possessing, showing and making indecent images of children as well as possessing extreme pornography

The former Tory councillor has been a teacher at St Benedict’s since 2004.

He left for a year in 2011 to work as a research associate for a project on the Prime Minister’s “Big Society” initiative and Catholic social teaching at Cambridge University.


In 2011 it was revealed that St Benedict’s, then run by Ealing Abbey monks, was linked to 21 sexual attacks dating back to 1970.

Father David Pearce, the former head of the junior school, was jailed for eight years in 2009 after he was convicted for of abusing five boys over 36 years.

Four victims were under 14.

Wanted priest, Father Lawrence Soper, has been missing since allegations he had also abused pupils emerged.

Prior sexual abuse at the school…

In October 2009, Dom David Pearce, a monk of Ealing Abbey and former headmaster of the Junior School, was jailed for eight years, subsequently reduced to five years, for sexual abuse offences at the school in the period from 1972 – 1992 and for one further offence in 2007 after he had ceased to work in the school.

In March 2011 Dom Laurence Soper, the Abbot of Ealing Abbey during the 1990s, was arrested on child abuse charges relating to the period when he was a teacher at, and the bursar of, St Benedict’s School; it was reported in October 2011 that he had failed to answer bail and was being sought by the police.

In the light of these matters, and other alleged but unproven offences, the Abbot commissioned a report to be prepared by Lord Carlile of Berriew with a view to making recommendations on the School’s governance. As a result of the changes made the Independent Schools Inspectorate said in its 2013 inspection report that the pastoral care at St Benedict’s was excellent.

The establishment, in the shape of his fellow MPs, men such as Labour’s Keith Vaz, Tory David Ashby and the then Lib Dem MP now Lord Carlile, closed ranks.
Carlile played a prominent part, describing Janner as a man of “integrity” and “determination”. Carlile should have known Janner fairly well.
They were both MPs, both QCs, both members of Friends of Israel, both patrons of UK lawyers for Israel.
They appear still to both be patrons of the Friends of Israel Educational Foundation. They were regulars on the same parliamentary committees dealing with legal affairs. They were both to leave the Commons at the same time and both to join the Lords only slightly apart.

Carlile shared a small Commons office with Cyril Smith for many years.

Carlile’s mistress and eventual wife was a senior legal adviser to the Director of Public Prosecutions. Cosy world, Westminster, it it not?

Carlile went on to be a stunningly illiberal “Independent” Reviewer of anti-terror legislation, where he demonstrated his independence by agreeing to absolutely everything the security services told him. 42 day detention with no charge? No problem. In fact there was no period of detention without charge posited so extreme that Carlile did not support it. Secret courts hearing intelligence evidence the defence were not allowed to see? Fine by Carlile. Control orders? Great. He is a fantastic bastion, protecting the public, is Carlile.

Even better, of course, at protecting his associates.

Strictly Come Dancing announcer Alan Dedicoat has sensationally claimed Class A drugs including cocaine and ecstasy were regularly delivered to more than half of BBC staff.

BBC Veteran Mr Dedicoat, 60, who is known as the ‘voice of the balls’ because he has announced the National Lottery since 1995, said a drug dealer delivered his wares to BBC staff at their desks.

In a taped conversation which was handed to the Sun newspaper, Mr Dedicoat can be heard discussing the drugs deliveries, even claiming some members of BBC security staff were involved.

But today Mr Dedicoat, who did not say he had ever bought or taken drugs, has now backtracked and says ‘there is no truth’ in the allegations.

On the tape, which is believed to have been recorded in Wales,  he is asked how many people bought from the drug dealer.

He said: ‘Erm, At least 50 per cent, he just goes from desk to desk.’

‘The police can do nothing about the fact that he’s delivering desk to desk.’

VIP paedophile inquiry: Police criticise Panorama broadcast.. “The COVER UP begins again”

The BBC’s decision to air a Panorama programme on child sexual abuse has been criticised by the Metropolitan Police, which says the broadcast could affect inquiries.

It said it had “serious concerns” about the programme’s impact on witnesses and victims considering coming forward.

A man who made allegations against VIPs told Panorama that campaigners may have led him into making sex abuse claims.

The BBC said it was “important and fair investigative journalism”.

However, Norfolk Constabulary chief constable Simon Bailey, who oversees child abuse investigations for the National Police Chiefs’ Council, told BBC Radio 4’s Today programme Scotland Yard was “absolutely right” to express concern publically over the programme.

In a statement that referred to the Panorama programme, called The VIP Paedophile Ring: What’s the Truth?, the Metropolitan Police warned: “Seeing an individual make allegations and then be targeted by the media is not going to encourage others to speak out.”

Former Dragons’ Den star Doug Richard in court on child sex charges

Doug Richard is accused on three counts of sexual activity with a child and one of causing or inciting a child to engage in sexual activity.

The charges relate to a girl aged 13 at the time they are alleged to have taken place in January.

Richard, 57, wearing a white shirt with the top button undone, spoke only to confirm his name, date of birth and address during the short hearing at Westminster Magistrates’ Court.

He was released on unconditional bail to appear at the Old Bailey on October 19.

He was charged with the crimes on September 7.

BBC confirms it will broadcast delayed Panorama investigation into alleged VIP paedophile ring

The BBC has confirmed it will broadcast a delayed Panorama investigation into allegations of a VIP paedophile ring next month.

Ceri Thomas, Panorama editor, tweeted: “Can now confirm that the much-anticipated @BBCPanorama investigation into VIP paedophile ring allegations will be on BBC1 on October 6th.”

The investigation, which is expected to debunk claims that a string of senior Establishment figures were responsible for murdering three boys in the 1970s and 1980s, was initially expected to air in April. The Panorama film will now be screened during the Conservative Party Conference.

Jim’ll fix it victim paid by BBC: ‘I ran away but BBC security team took me back’

It is understood to be the first BBC settlement to be made public following the Savile scandal.

The victim, now 54, was a desperately unhappy child living in a care home when he wrote to Savile telling the DJ of the difficulties of growing up in the Northern Ireland Troubles.

In a heartfelt letter, he also confided to the then BBC star that he had been the victim of sexual abuse in the home and longed to meet Abba or Boney M on the hit show.

Savile responded by sending money to pay for the boy to travel to the studio but then handed him over to an accomplice who repeatedly molested him.

The man, who we are calling Robert, has already given evidence to the Dame Janet Smith inquiry into Savile’s abuse at the BBC.

The corporation initially denied responsibility, saying that because he was not abused by Savile he was not eligible for compensation.

However it has now accepted that there was a potential for a finding of negligence and made the £15,000 settlement.

The BBC would not reveal whether any other payments had been made to other individuals, although a scheme has been set up to compensate victims.

Culture Secretary John Whittingdale suggested the levy could be paid on the same bill as council tax as part of a major reform of the way the public funds the BBC.

‘There are a number of different options – the simplest is instead of your having to pay it separately through the TV licensing authority, you could pay it as same time as another bill like the council tax bill, which would make it easier and would also address part of the concern about evasion.

‘That is a possibility but we have not reached any decision about these things. The suggestion that the method of collection is linked to the issue of whether or not we decide to decriminalise, I would not dispute.’

He said a household levy scheme, linked to council tax, could also be more progressive.

The BBC is said to be at war over whether or not to air a Panorama documentary attacking a police probe into an alleged VIP paedophile ring.

Tension between rival news teams has reportedly led the corporation to delay broadcasting the programme, which is thought to bring into question the credibility of Scotland Yard’s investigation into abuse at Dolphin Square in central London.

Those findings reportedly brought the makers of Panorama into conflict with a BBC news team, said to be ‘essentially on the side of the victims’ having interviewed Operation Midland’s main witness.

The child sex abuse survivor, a businessman now in his forties known only as ‘Nick’, has accused ex-Tory MP Harvey Proctor of raping and murdering two children and helping kill a third.

In an extraordinary press conference called by Mr Proctor last week, he revealed that Scotland Yard was investigating whether he was part of the alleged Westminster VIP paedophile ring said to have abused children in the 1970s and 1980s.
